Outside of criminals, the only people he really kills is that one politician (and everybody on the plane with him) and Stillwell herself, unless I'm missing something. But then Homelander was going to kill him right after but ~~Rachel threatens suicide and to blame him to his son~~ so it still makes little sense. He was going to show butch then kill him anyways.
