I think it might seem that way because (for good reasons) civilization starts with a lot of conservative ideas which later on become outdated. So yes, a more advanced civilization is a more liberal civilization than a less advanced one... up to a point.

The "problem" is human beings. Human beings remain the same. So until human beings change fundamentally, you have to always operate within a certain range.
