If I set everything to literal maximum at 1080p, I get about 30 to 40 frames per second on my RTX 2080 Max Q. But if I turn off Raytracing and reduce shadows to very high, it goes up to almost 100 frames per second average.

Everything completely max except raytracing off. Unfortunately GFAQs has a 4MB limit, sigh.

because for as much as Ray tracing should hit performance it shouldn't hit it that bad even on "performance" Raytracing mode.

It also has weird frame pacing issues with any kind of Ray tracing on.

I think that entirely depends on the form of ray tracing they use. There's a reason NVIDIA are pushing DLSS to get ray tracing into a better place.

Also I forgot to mention, it's VERY CPU limited.

I typically set my CPU to slightly underclocked because it helps thermals and noise a lot, and for most games it makes no difference at all, but in this it knocks 10fps off performance at nearly all times.
