Yep. The key rhetorical trick is distancing and minimizing the depths of racial oppression in this country. It must all be considered in the past, despite what is happening now. Everything bad that happened is from before the speaker was born, however old they are. Either that, or the speaker just came to this country yesterday. People proudly claim to be members of the greatest nation on earth, but only take the good. We cherish winning WW2, but distance ourselves from what happened to the black people that came back home to be attacked and killed here. We claim all of the inventions of the past, but none of creative ways of denying people their rights through poll taxes, redlining, school finance systems etc.

Basically, American history starts with the most oppression possible short of just genociding an entire race, and has moved back one step at a time only when forced. At most you can say there's been some semblance of democracy and equality since the mid 70s, and people are acting like everything that happened before then is irrelevant and what's happening now isn't happening. I guarantee you that in 40 years, people will be admitting there was widespread racism happening now, but will deny that it's happening then.
