I used to play growing up and just had basic shit down like a riff from a famous song here and there.

id get an acoustic so you dont have to get an amp and plug it in whenever you want to hear it. makes practicing much easier

Depends what you mean by cheap.
If you want to play electric I would personally recommend a used Squire Classic Vibe Telecaster or a used PRS SE (Made in Korea). Either can be bought for ~$300 and both are quality instruments which I play about as much as my USA Gibsons. As far as an amp goes I would recommend a used Blackstar HT1 tube combo. The amp is going to affect your tone more than the guitar so it wouldn't be a bad idea to get a decent tube amp like a Vox AC4. Squier classic vibe series is affordable and really good for beginners. Avoid the squier affinity series
