Mussolini initially didn't push his form of fascism as a racially based ideology, as it likely would have prevented any real power he could have attained. And initially he was the one who Hitler looked up to. But as WWII heated up and the power and influence of Hitler rose, as well as the weakening of Mussolini physically and his control over Italy, Mussolini adopted more of a racially and antisemitic stance to maintain power.

Because at the end of the day he was a totalitarian who demanded complete control and would use any justification to maintain it.
