Absolutely. A live action adaptation could have worked in the 90s as well. Nearly ever aspect of Super Mario Bros. was brought to life in some other film from the time period.
It should have been a "hero rescues princess from dragon" fairy tale with a modern twist. Instead, they chose to make a Blade Runner homage with Bowser being replaced by a dig at Donald Trump. It's one of the most selfish creative decisions in the history of cinema. It'd be like if an adaptation of The Wizard of Oz replaced the Wicked Witch of the West with a stand-in of Rosie O'Donnell.
