I did 1.2TB in a day once when my HDD crashed and I scheduled my entire steam library to be downloaded after I replaced it. Between all the regulatory capture, mergers and economies of scale (even Google gave up), there's nothing remotely "free" about this market. I can choose from like about five or six different high speed providers here in the UK so they have to offer the best deals to compete for my custom. ISPs are basically local monopolies in the US. Theres generally 1-2 choices depending on where you live. And thats by their design. Yep, and they will actually sue cities that try to provide their own internet services at better prices and higher speeds.
