The movies are ok. Personally I think they get better with each movie though I haven't seen "The First Purge" yet

The later sequels address "anti purgers". One of the reasons I like them. The one called Election Year is all about anti purgers

So they literally had to make a whole movie to address a plot hole. Are they covering a different plot hole every movie now or what?

I wouldn't call it a plot hole. It was mentioned in the first movie. Election year just went more in depth.

I don't know if you can do that since they made the sequels to address it. But maybe they introduced new plot holes you could use instead.
