Depends. Ghosts are already dead, so Zombies win unless you don't count undeath as life, at which point Ghosts win because they can't be re-killed but Zombies can.

Yea, but that's just giving one side mechs and the other nothing. Like asking if a baby can beat a toddler, but the twist is the baby is in a pregnant woman.

Ghosts are intangible and usually only defeated by rituals and certain relics that a zombie wouldnt able to use. Zombies are better off as cannon fodder used to bog down human armies due to their extreme durability and no fear. But vs a supernatural threat like a ghost they are near useless.

Now a zombie that is a Lich would be a different story. They are usually very adept at necromancy and arcane magic, and can rid a ghost or many with little effort.
