Essentially the person with the plurality of first round votes lost once instant run-off was implemented and they're salty about it. However, those were always the rules in place for this election so despite his claims otherwise, this has more to do with the law resulting in his loss than it does any non-political objection to it.

To be fair, if I were in his position, I would have a gripe with instant run off, because Maine's left leaning residents vote third party more often, which is how people like LePage manage to win.

I still wouldn't sue over it though. Especially because it actually impacted how people voted, whereas no one voted for e.g. Bush over Gore BECAUSE of the electoral college.
