They started getting really bad around that time, following the trend of being in the air a bunch and having a convoluted point system instead of kills. I think it was also the progenitor for absurd amounts of achievements.

TeamFortress 2 was after a few failures already. TFClassic for example.

The genre needs to be broken into arena combat FPS games and... others. Unreal Tournament 1999 is one of my favorite games of all time but it's not even slightly comparable to something like Perfect Dark or the original Call of Duty.
