Solomon is supernatural so I am not sure if there has ever been a "cap" on his strength. Whereas Bane can actually have an overload of Venom and it have an adverse effect. So I would bet in strength department Grundy has Bane beat. Intelligence wise and strength, I do with Ras being the best rounded character in both categories that has proven time and time again to be a thorn in Batman's side. --- I think I need a drink. If he didn't intentionally leave clues to his crimes, he would be nearly unstoppable. I doubt even Batman is as intelligent as him. He even managed to find and use the Lazarus Pit without the League of Shadows knowing. Putting him above Joker is a tricky one to directly answer, but even with the Joker's unpredictability and high intelligence, the Riddler would still be capable of outsmarting him if he wanted to. In the Arkham games, he has informants hiding in Joker's gangs.
