It does seem a bit like half a game, but there's plenty of great gameplay in there, and a detailed world to explore. I'd say it's easily worth it if you like the other games.
Also, it's deceptively difficult to run. Even a GTX 1070 won't max it out at an acceptable framerate. Although that probably includes some "future-proof" settings similar to The Witcher 2's ubersampling. You could always get a refund I suppose. ... Copied to Clipboard!

I bought it at $60 and don't regret it. It ends abruptly but I still got like 70 hours of enjoyment out of it.

I think it does do some things better than HR. The Prague hub is huge and has a shitload of things to discover. The final mission is probably the best designed mission in the entire franchise and has a heap of different ways to do it.
