Would you use risque and freaky as synonyms?

With her specifically, I'm not saying that her pictures are freaky or sexual, but I wouldn't have expected topless pictures.

I will say though you can never tell what people are really like, as I've stumbled across many profiles and pictures of people I know in real life that were much more erotic than expected.
