Games have always had unlockables, some even required some grinding to get them. However, since there was no other way to get them, they were balanced in such a way that felt fair. You would unlock fighting game characters with relative ease and it felt good. Nowadays the complete opposite is done. The game is balanced in a way that incentivizes people to spend money.
