That's actually an interesting question, but I don't trust Marvel comics to tackle that with any semblance of tact. Here's the weird thing about Cap though: he is always right, even when the writers intend him to be wrong. In Civil War, the writers actually expected Iron Man to be the hero, because they assumed superhero registration was the good option. It wasn't until halfway through the run that they realized most all their readers took Cap's side. --- The person who writes for fools is always sure of a large audience. A big part of that was some really ploddily written character development for Iron Man that had him doing some really shady shit that was a complete and total 180 from the person he was prior to Mark Millar shitting on him, and all the one off stories of lower level heroes getting screwed by the registration act.
