I find it hard to believe. I know this is fiction and not everything happen like it does in real life, but seriously. I watched 3 episodes and nobody calmed the riot? It should be classified as science fiction.

Either way, I can believe that it could happen in real life. Aside from the gross incompetence exhibited by Litchfield's guards, the budget cuts from MCC meant that they didn't have a CERT team to break up the riot. Then you had the initial reports that it was a guard who went on a shooting spree. The governor's disinterest in dealing with the situation immediately. And Judy King being inside means that they were hesitant to storm in full-force even before the prisoners took hostages.
