No drug laws can ever accomplish this because you can even overose on Tylenol. But here is a foolproof solution:

Have a camera attached to a computer and when it sees someone having overdose symptoms, it shoots them in the head so they die of that instead.

And putone of these machines in every room of every building and on every tree in every forest and like fifty per square mile where there are no trees.
