Premiere Elements is $99

looks kinda basic(and I have no experience with it) but its probably all the tools you need if you arent in a situation where you know you need to drop large dollars on one of the pro level editors

$99 is still pretty expensive for software so you might just be better off subbing to Creative Cloud for a month(which is $30 IIRC) to use Premiere Pro until you finish your project

It's very good for the price and has some surprising depth for an inexpensive option.
