When you leave shit up to vague concepts like, "well, it offended somebody...." it makes way more innocuous posts open to being moddable. If there were actual reasonable hard lines (no nudity, no insulting other users, etc...) and things were otherwise free reign, the mods' jobs would be a lot easier, and it'd be much simpler to identify people maliciously using the report function to just harass and target other posters and punish them, instead.
