Clefairy kinda sucks, can you imagine Pikachu never being a popular or barely used Pokmon? They also tried Poliwhirl. He was one of the creators favorite Pokmon. He was the main Pokmon at the original Pokmon center in Japan and was on most promotional stuff. Even the cover of Time magazine, but he never really caught I so it then went to Pikachu. The interview about this said large chest, and some translated it as big boobs, even though they would use a differnt words to say that in Japanese.
