I would expect the "% that actually goes to the needy" to be the more important column to sort on vs "raw dollars spent paying solicitors". Then again, I would also expect a newspaper article to not have a blatant typo like "ranked my money" so who knows what they were going for here.

I know most of those, and I especially do recall getting unsolicited phone calls from Firefighter's and Police Association ones.
The fact my uncle actually asked both of em where the money goes and they just gave vague answers ("whoever department and families need it") was all sorts of dumb red flags. ESPECIALLY the police one, as they tried to pose as doing it for a local department until the caller was pressed "Which local department" without giving a town name. --- "I will be your superhero!!!" Surprised that Wounded Warriors Project isn't on there. True. Is I am pretty sure that is the one that gave a stake to soldiers who lost limbs in pointless wars. Goodwill is great, Salvation Army pretty much announced that any state that makes same-sex marriage legal doesn't deserve their charity. That means they care more about their dumb bullshit than they do about helping people.

Fuck the Salvation Army.
