Ideally you need to stop them from the outside. Copper mesh and great stuff foam spray. Copper because they hate the stuff and the foam to hold it plus you will see where they chew if you need to make the blockage better.

You seal the hole using the cat. Because it's a mouse hole, mice will try to enter it and end up walking directly into the cat's mouth, thus also meaning the cat does not require feeding.

Don't actually try this. Yeah, I know you know that, but we both know some mod will pretend it was a serious suggestion if I don't write this.
