Did Windows also drop support for those versions, in a major way? If so, then it makes sense. There's no real reason to bend over backwards to keep trying to support something if it's no longer getting updates by its own developers.

It's specifically the 32 bit version of Windows 10, which Microsoft stopped supporting in 2020. Other versions of Windows 10 will still be supported.

Steam still works on my Windows 7 machine for some reason. It has a banner at the top saying it won't work, but the store and launcher seems fine.

It was used more in businesses who had software that required 32 bit windows, or maybe very very old PCs at the time like 10 years old whenever win10 released or something

You're misunderstanding the term supported. They aren't pulling the plug on the software for Win7. It just means when they are working on a new update for Steam, they no longer test on Windows 7 to ensure it works. Steam might continue to work on Win7 for the next year or until the next client update. They don't know and they don't care.
