Either way, yes. Comments are engagement, which will lead to more clicks and views. We need more clicks and views on literal news and less engagement with supposition, opinions, and lies.

Only if the news outlet in question is willing to moderate bigotry and misinformation in the comments. Unfortunately most don't have time to devote to it so it's more efficient to lock comments.

That only applies to the government protecting your right to free speech. A news station or YouTube's own policies don't have to uphold that if it suits their purposes.
