There's some truth based in this. High IQ does not necessarily translate into charisma and sharp social skills.

I want to say this is the dunning kruger effect but I vaguely remember some irony about the dunning kruger effect actually being about something slightly else

Different kinds of intelligence. Pragmatic or analytically minded people are often less assertive because they dont really see the world as black and white. To people who dont get that, it looks like incompetence.

Also, if confidence isnt backed by anything then it isnt really confidence. Its arrogance. If were talking about real confidence then I think its a pretty decent indicator of most forms of intelligence with exceptions.

Alternatively, people like that can be very assertive but about hyper specific things that seem unimportant to the observer

But how can a self doubter ever be certain he ever has actual real confidence then, but not arrogance.

An extension of my previous post about dunning kruger, part of the knowledge-wisdom is being able to identify where you have gaps in knowledge. An arrogant person might not know how much they don't know. A confident person knows what they know and how much they don't.
