Basically it's different bills that would revoke liquor licenses and other things, if an employer steals more than 1k from their employees.

The article goes on to explain that wage theft at bars and restaurants in NYC alone accounts for 25% of all wage theft in the state.

Wage theft is the most common form of theft in the US, more than all other forms of theft combined.

wage theft happens but often in the form of time theft. and the most common is people thinking "Salary" means "work you to the bone, don't get overtime". It's shocking just how commonly this misconception is held. And some industries, they have a line of willing workers at the door, so it just keeps happening.

It isn't the tips in the restaurants most of the time. It can and does happen, and is easier for owners to hide with the new POS systems these days like Toast, but it's rare. The real theft, 99% of the time, is workers not knowing their rights to minimum wage or overtime when they don't make enough tips, or still work over 40 hours, respectively.

Most workers are just completely blind to it and the culture is to take slow/bad weather days on the chin. You might walk out with $25, but you'll make $400 on Saturday is the justification. They don't know their boss is supposed to pay them, for that day, minimum wage until the threshold is met.
