Wage theft is a way bigger issue than the street theft that people want to institute fascism to reduce. The enforcement mechanisms are employee reports, public reports, and government investigations. All of which are heavily flawed, slow, and only clawback a fraction of what's stolen in the best case scenarios. The status quo relies on a brutal immigration system, a broken legal system, captured and underfunded regulators, and captured/underfunded local media.

Tl:dr it's mostly enforced on a fear and honor system, and when that doesn't work, it's frequently not enforced at all.
