Mainly due to the prevalence of "we'll never have a worse president than Clinton/Dubya" in shows and media from that era.

It seemed like in the 00s, everybody made Bush jokes, like they'd appear all the time. And we were okay with it! No one got buttmad or angry or made online rants about "the liberal agenda" then.

I wonder what changed.

Ahh yes, watching TV when suddenly commericals come in at the worst possible timing.

Even with some rose tinting, political talk then was a bit more civilized, and doing something the media would hound you on throughout the news cycle would have been the normal end of other people's political careers.
