Quebec is statistically the safest place in Canada, highest bilingual rate, lower cost of education, has rent control laws that prevent landlord abuse and one of the most lgbt friendly province.

Quebeckers tend to have a strong disdain for religions though and some can be overprotective of the French Language with questionable laws. There's a lot of islamophobia, but if someone who's atheist want to move there. They probably will be happy there.

I loved visiting Montreal a few years ago. One of my favorite cities.

Not knowing French was not a problem and nobody was snobby about it.
