Important: It's not about 4 people killed.

We now define a mass shooting as any incident in which four or more people are shot and wounded or killed, excluding the shooter.

I believe the common definition of mass shooting includes 4 or more people wounded by bullets. Injuries caused by escaping in panic aren't counted.

Four or more people killed would make it a mass killing.

Then the topic title needs to reflect that beecause the opening post asked when a shooting becomes a mass shooting. News reports only care about how much carnage is inflicted regardless if they are wounded or killed. If 4 or more are caught in a shooters fire then it's considered a mass shooting.
