There's an episode of Batman TAS where the villains hold trial for Batman, saying they wouldn't exist if not for him.

A prosecutor who doesn't agree with Batman's methods is present and she successfully argues that even without Batman, most of his rogues gallery would have gone bad anyway.

This episode is called Trial and I think is generally the best answer to this question. She questions various criminals about their origins. Mad Hatter was obsessed with a coworker, tried to kill her boyfriend, and used his mind control tech on her. Harley, of course, was manipulated by the Joker. Poison Ivy was an ecoterrorist who attempted to kill the district attorney. Speaking of which, Harvey Dent was nearly killed by the mob and succumbed to his alternate personality. Killer Croc was stealing shit long before Batman. Scarecrow wanted to run his experiments. The list goes on.

The lawyer comes to the conclusion that Batman may have inspired them to slap on a costume and a dumb name, but they would be doing the same shit regardless.

Villains will always exist. Supervillains tho.
