Its both, we are biologically wired to get aroused when we see nudity. However we are also wired to get aroused to taboo, forbidden fruit, looking at things we aren't supposed to.

You know those tribes where the people are almost naked and the women are topless? I highly doubt those people are in a constant state of arousal from being near so much nudity. Taboo definitely has something to do with it.

I don't think they need to be in a constant state of arousal to be sneaking peeks constantly. It's not like everyone has constant erections at the gym, but everyone is constantly sneaking peeks at everyone else.

If we were born in a society where everyone walked around naked, it wouldn't be any more arousing than a pretty face. That excitement from looking up your first nudes online would have never happened.

Most societies throughout history have covered up their genitals though.

That's just, because people don't take care of themselves. It's not hard to workout regularly and have an attractive body.

i think more people would have an easier time getting turned on. that's one of the reasons i'm sure people started covering up in the first place.

then with current body standards, we would all start trying to make our whole bodies look presentable, the same way people get their face/hair presentable, or pick out clothes to represent themselves and their look. i think with that extra push, even more people would be turned on by it at a greater rate.

but it's not like everyone will be horny 100% of the time. we would get used to it. but just like many people are turned on by certain clothes, certain looks would easily turn people on. i don't think it would necessarily make nudity not erotic though.

It's hard to just say yes or no. Like if it weren't taboo from the beginning of time then yeah probably not. But if tomorrow suddenly public nudity was globally legalized, then sure it'd be quite the whiplash.
