It's not the same Steve

if its not the same steve how did he know who anyone was

I don't remember what the writers have said about this, but the scene where Banner says this line is early in the movie and before he meets The Ancient One.

It's the part when they are arguing about whether Back to the Future was legit or BS. But Banner is not really an authority on time travel, like when he screws up the experiment with Ant Man. So maybe that scene is just supposed to show that none of them were aware of how it works and they were just guessing.

It hasn't been explained fully yet. The Russo Brothers just said it was from a different timeline.

I wouldn't be surprised they add in later that he met and worked with Loki, since he's supposed to be pretty major for Phase 5/6.

Because it's still Steve from a timeline where everything happened pretty much the same. Our Steve jumped timelines, and at the exact same moment, another Steve from another timeline jumped into this one and lived out his days with Peggy

Ignore anything the director or anyone else says.

The only explanation that both makes sense using the rules the movie lays out and isn't just stupid is that Steve just kept the time travel suit for eighty years and returned near the end of his life.
