Special Edition and Anniversary Edition both offer the base game with all official DLC and technical improvements. Anniversary Edition has a bunch of curated (user) mods included in addition to a survival mode.

You could technically just buy the Special Edition for slightly cheaper and download whatever mods you want (that work with GOG). If you purchased the game back on Steam when it came out, you were automatically upgraded to Special Edition > Anniversary Edition as they released.

There's a few mods that don't work with one or the other, so base your decision on that.

I'm pretty sure most new mods are only being made in AE. I don't think SE has much active development anymore.
