But dictator's definition of 'positive impact' is quite often different from real success. Dictators are prone to thinking that bigger is better in regards to their country and want to capture or lead more territory/play geopolitics (like good Caesar/Napoleon wannabes). In reality, especially in today's world, that just turns everyone against them and - even if they succeed - all they're going to get is a simmering insurgent problem that's not worth the trouble. It has relatively little to do with the living conditions of people in their country. Conquerors get first billing in the the history books, not the quality administrators. --- Pronounced "Whup-pot".
