Well the people who were obsessed with race science considered Asian people to be adolescent-like while Africans were considered child-like. So Asians are seen as closer to a racial/intellectual ideal than Africans and thus more easily civilized. All that garbage still exists today with the whole model minority discourse.

In terms of just geopolitical advantages Asia is closer to Russia than Africa.

They do have plenty of resources, but they're "owned" by western companies and individuals. Elon Musk's emerald mines or all those diamond operations? Europe and America make like 99.99995% of the profits. Oh, and most of the operating costs get taken care of by the workers and citizens in the country paying taxes. So.

Thats the game. The Corporations and economic hitman sent by the government and who represent the world bank, want the corrupt leaders to take more for themselves then distribute it to the people. Or they take you out. Like we did many times see Iran, Chile, Iraq recently when Sadaam didnt play out game anymore, Libya, etc.
