Since this is supposed to be open world, maybe they battle at fixed levels so you can't break the game in half by overleveling, and as such they opt to just not show it in those fights? Yeah, it's to be expected that the overall art style would change through the years, especially as Game Freak's designers have all likely been changed several times since the early days.
