Standard gun load out is pistol, shotgun, SMG and rifle. The SMG is almost never the best gun or even a good one. Rifle is usually best all rounder, shotgun in close quarters, pistol for efficiency, but the SMG is usually outclassed.

Gta3. You can't move while shooting a rifle so the mac-10 is the best weapon for most of the game.

Sometimes SMGs are the best primaries in Destiny 2.

SMGs were arguably the best general use weapons in Resident Evil 4 + 5 since it's easy to set up the QTE Melee attacks with them and they have the least amount of ammo problems. Though they're not the best overall since the OP unlockable weapons exist (like the Chicago Typewritsr, Infinite Rocket Launcher, Handcannon, etc.) exist and shotguns/snipers/magnums are the go to weapons for bosses/minibosses.
