Workers get asked to grab them at certain times of the day and some stores don't even do it until they are low on carts up front which might be at the end of the nightCorrect, they hire multiple low level employees whose duties also include grabbing carts in addition to restocking shelves, cleaning up messes, and bagging groceries. Hell i only return carts cause its awkward to leave a wheeled cart in the middle of a parking spot and to make sure it doesnt hit my car. I only care about it not hitting others due to liability. Harassment in the Second Degree, New York Penal Law 240.26 The issue is that DAs don't really bother charging people unless it's repeated in at least a second instance. Basically a "has it stopped?". However, if they're feeling like dicks, they can definitely charge him. The magnet stuff wouldn't be vandalism. Likely criminal mischief if they can prove he's doing it on purpose to harass or just some guy putting magnets on every car. He's obviously doing it on purpose. He mostly skirts on that and by basically switching up jurisdictions. If he has good lawyers, he can probably slide on lots. However, it's still harassment. It also serves no purpose as he's not protecting anything. The second he arrives to harass, the threat is over since he would put it back if the lazybones wouldn't. The issue isn't even really about wherher he's right or not. He's obviously right. People should put their carts back. His way of going about it is the issue, which is to harass people over it.
