Firefighters can't even put out the fires because they get shot at by Russian troops when they get close.

That specific reactor was under renovation and not operational, but there is nuclear fuel inside.

It's worth noting that any reports so far of increased radiation levels aren't true. The IAEA would inform us if that were the case, and the plant itself keeps track of radiation and is reporting normal levels so far.

Realistically, nobody has ever really followed it to well. Other than fair treatment of POWS, and that's mostly because if you start treating POWs like shit and the other side finds out it tends to work out poorly for your own POWs.
