Using the same argument they used in Crimea: "we're just defending ethnic Russians from a hostile government:
During a press conference with German Chancellor Olaf Scholz on Tuesday, Russian President Vladimir Putin stated that "what is happening in the Donbass is genocide.

Over 870,000 residents of the Donetsk and Luhansk People's Republics have acquired Russian citizenship, said Viktor Vodolatsky, first deputy chairman of Russian State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, on Tuesday, according to TASS.

The State Duma presented Putin with a draft appeal to recognize the Donetsk and Lugansk Peoples Republics as independent on Tuesday. Putin said the vast majority of Russians support the separatists, adding that he wanted to solve the issues regarding Donbass according to the Minsk agreements.

Russia is completely transparent with their playbook, they just know the West isn't actually going to do anything to stop them.

The only thing that matters is that they can spin this to their own citizens as NATO and Ukraine aggression to justify yet another annexation.

Yea exactly. They dont even have to do this technically. No one will check them. But if they must they dont have to put much effort into itas seen by exactly what theyre doing lol.
