Isn't the whole 1st, 2nd, 3rd world terms pretty outdated by now?

If you mean by 1st world that it is a developed country, then yes. It is incredibly odd how much control the cartel has despite that.

One time Mexico legalized all drugs in an effort to stop the Cartel. W said "No," and Mexico immediately canceled the legalization thing.

It was more than a proposal--it was already decided. They was doing it. Then we fucked it up.

Obviously the pre-1991 definitions of First World, Second World and Third World no longer apply with the collapse of the Soviet Union.

Since the terms are generally used today in reference to a country's economic and political stability and industrial and technological development, the best way to sort First, Second and Third World countries is using the IMF and UN's lists of Developed (First), Developing (Second), and Undeveloped (Third) Countries, in which Mexico is a Developing Country or Second World.

Mexico isn't ran by cartels but instead tolerated by the government. All those cartels are paying kickbacks to elected officials. If there's a group that's not paying bribes or causing too much heat (Guadalajara, Juarez, AFO, Los Zetas, and El Chapo) they're dealt with and a new player comes in.

it's pretty messed up there.
cartels fought back by capturing/killing the cops's families. they kept hostages to exchange for the captured cartel members. and the cops also exchange the cartel members for more funds because the government aren't providing enough.
militia sometimes rise up to fight the cartel, but since they don't have the funding they will also resort to drug trading, effectively making them the new cartels.
