This is not true. In science/physics a law is just a description of the phenomenon. A theory is an explanation of how/why the phenomenon works. Theories have been repeatedly tested and corroborated and are the highest level you can take an idea/hypothesis in science. There is both the law of gravity and the theory of gravity. The law of gravity describes the the force and it's interaction with objects. It's usually represented by an equation. The theory of gravity explains how and why it actually works.
