You can run Attack% (Or DEF% for Itto/Noelle) hats on some characters if they have extremely good crit rolls. Even with a DEF% hat I can get 65% CR and 190% CD on Noelle, but thanks to DEF% scaling at a 1.5x multiplier to her attack, it's a higher-value stat than a normal "attack hat" would be. We know the others are named overgrowth (maybe slow / immobilize?) and overdose (maybe a powerfull buff that comes with a debuff?), so that's likely hydro and electro.
