The courts aren't instantaneous. It takes time for court dates to arrive and pass.

It was a lot harder to hold them accountable in the past due to culture, lack of social media, their power and influence etc.

R Kelly could've been prosecuted before social media easy, but he had too many defenders, despite his crimes being alluded to in his lyrics.
Weinstein case is strictly wealth, power and little attention at the time. Although he would've faced justice sooner or later.
