You pick any event at the Olympics and make a character specializing in that. You start in training and then have to do qualifiers for national finals and then qualify for the Olympics. Then end game is the actual Olympics. It would have every sport that is at the Olympics in this game so lots of replay value

A lot of those sports just don't seem to lend themselves well to video games. Like, how do you gamify running faster?

Ring Fit Adventure did well with this as well

To actually include every sport the game would have to play like cultist simulator so you're not really training to run faster necessarily but yours managing your time and devoting energy to training, health, money, sponsorships, etc.

Cultist simulator is pretty good so a game like this could also be pretty good but I'd need more thought on how to make it work.

Would a gymnastics game work?

Tyranthraxus is right. It would help to put a lot of focus in simulating your preparation. Any sport would work then with that. But maybe you would do button combos or quick time events to pull off gymnastics moves.

Isn't there like 45 sports in the Olympics? So that'd be 45 different control schemes to learn and for then to program?

No thank you. I can barely remember the Minecraft controls on Xbox.

Kanomi International Track and Field on Playstation

Man what a fun game. The concept was you alternate pressing circle and square to make your player "go", the faster you do it, the faster or better they do.

I had a similar game for PS1, but it had swimming and the "ribbon dancing" (played like DanceDance Rev.) gymnastics as well. Can't recall the name.

For swimming, R1 was to breathe, and L1 was to swim. Faster you pressed, better you did. We figured out how if you held the controller upside down and just smash the R1/L1 buttons you you mattress, your swimmer would just fly in the pool.
