the state tells people what they can or can't do

payouts are reserved for those the state has the vested interest in the favor of, whether in terms of voting blocs or gratuitous lobbybux

That's how it works in some parts of Canada. They used to build government housing for very low income people and kinda gave up on it because it was too expensive. Instead they pay the rent directly to landlords who own low-quality appartments.
