Is this a setting the content creator decides? Sometimes, I can minimize the video screen so I still get audio, but am able to use my phone. Other times, often on Vevo vids, I don't have that option and have to keep the YouTube app up or the audio goes away too

Yeah I think ones that are monetized or sponsored restrict background play or picture in picture modes.

Yeah, you need to buy youtube music or something to play music in the background. It's all a scam.
